If you want "Community" then eliminate this constant Threat to citizen's livelihoods & homes.
As long as the "Hammer of Foreclosure" persists, and as long as Predatory Attorneys are permitted to run amok in these communities, members will continue to keep their heads low, to avoid becoming Casualties of War.
The True Myth of the HOA Quagmire, is that Members are apathetic.
This citizen submits, they are not apathetic at all, but live in constant fear of reprisal, liens & foreclosures.
