The HOA is subject to be run by lawful means as provided by the "Davis-Stirling Act" 2008 (Civil Code section 1350-1378). However in the Woodside Village the clique of lawless individuals, Aristatle Bustos, Steve Abenoza, Richard "Dick" Howe, Robert Henderson and loony Esq. John Devine hijacked the association by way of fraudulent election to conspire with Manager Saeid Hariri to extort and terrorize the neighborhood with unlawful fines and towing and to pocket the money.
